AIM passes strong language to reign in governor’s withholding power

The Missouri General Assembly passed HJR 72 today that will reign in the power of any governor to withhold money appropriated by the General Assembly, if approved by voters.

The constitutional amendment will allow legislative review of withholding decisions. Governors in recent years have used their power to withhold funding to withhold money from education and other vital services for what appears to be political purposes.

If approved by voters, such decisions would be reviewed by the legislature, the same as gubernatorial vetoes of appropriations today.

AIM supports this amendment and thanks Rep. Todd Richardson and Senator Ryan Silvey for their leadership in passing this resolution.
