In the second day of the 100th Missouri General Assembly that started January 9, Senator Doug Libla and Senator Gary Romine led a seven-hour filibuster.
The two senators led the filibuster because of two proposed rule changes: one to increase the number of members on the Senate Appropriations Committee and the other to allow an amended bill to be withdrawn from the floor.
The filibuster ended with both sides coming to a compromise: the additional two members would be added to the Appropriations Committee and the rule change regarding withdrawal of amended material was withdrawn until it may be further vetted among the members.
