HB 1435, sponsored by Rep. Andrew Koenig, Chairman of the House Ways and Means Committee, received first round approval on a voice vote on Wednesday in the House.
The bill ensures taxpayers can get refunds of overpaid sales and use taxes when they have paid them to the Department directly, eliminates the current unnecessary and problematic ability of a vendor to veto a refund claim of a customer, clarifies that delinquencies that are to be offset are final, and shortens the overall time period necessary to obtain a refund.
Thanks to Randy Hilger in particular for his hard work on the language for this bill. You may recall we passed this bill two years ago and Governor Jay Nixon vetoed it in a flurry of vetoed tax bills that would have improved the tax system for taxpayers.
Our thanks to Chairman Koenig for making this bill a top priority this year and moving the bill so quickly.
The bill faces one more vote in the House and then will go to the Missouri Senate for further consideration.
