June 3, 2019 – Gov. Mike Parson signed a measure Friday that would ban Missouri counties from enforcing regulations stricter than the state for large animal feeding and other agricultural operations. Senate Bill 391 survived a lengthy overnight filibuster in the Missouri Senate.
“Associated Industries of Missouri supports the bill because it prevents local governments from imposing ordinances that are more restrictive than state environmental laws,” said Ray McCarty, President/CEO of Associated Industries of Missouri. “AIM has a policy opposing state environmental laws that are more restrictive than federal laws and this bill adopts a similar prohibition against local governments imposing restrictions that are stricter than state law. It just makes good sense. Although this bill applies to agricultural operations, we believe it also sets a good precedent for a future law regarding manufacturing operations,” he said. Sen. Mike Bernskoetter, R-Jefferson City, sponsored the bill that would ban counties from restricting where concentrated animal feeding operations can be built and reduce burdensome environmental regulations.
